Press Statement of the 1272nd Meeting of the Peace and Security Council, held on 2 April 2025, during an Open Session on the theme: 'Hate Crimes and Fighting Genocidal Ideology in Africa' and the 31st Anniversary Commemoration of the Genocide against the Tutsi in Rwanda.

Abstract

At its 1272nd meeting on 2 April 2025, the AU Peace and Security Council held an open session on “Hate Crimes and Fighting Genocidal Ideology in Africa” and commemorated the 31st anniversary of the 1994 Genocide against the Tutsi in Rwanda. The Council reaffirmed its commitment to human rights, justice, and accountability, urging Member States to investigate and prosecute perpetrators of hate crimes and genocide.

It called for strengthened cooperation, legislative action, and the fight against denialism, disinformation, and incitement. It also urged the creation of a continental research center on hate speech, improvement of data collection, and partnerships with media and digital platforms. The Council emphasized education, civic awareness, and inclusion to address root causes, and recognized the key role of youth, women, civil society, and traditional leaders in preventing hate crimes.
