Abstract
The AU Peace and Security Council (PSC), at its 1295th meeting on 8 August 2025, consulted with the African Governance Architecture (AGA), the African Peace and Security Architecture (APSA) Platform, and the Human Rights Subcommittee. The PSC recalled prior decisions establishing AGA as a platform for dialogue and underscored its role in strengthening governance, democracy, peace, and security. It stressed the need for greater alignment, harmonization, and synergies between AGA and APSA, including through the Joint Roadmap, while addressing emerging threats such as mercenaries, external interference, and illegal resource exploitation. The PSC urged Member States to ratify and implement AU Shared Values Instruments, expedite operationalization of the African Governance Facility, and integrate governance and human rights indicators into early warning systems. It further encouraged inclusivity, engagement with youth, women, and CSOs, welcomed the 13th High-Level Dialogue, and looked forward to the 5th Aswan Forum.
