Communiqué of the 1238th Meeting of the Peace and Security Council held on 28 October 2024 on the Situation in Somalia, and Post-ATMIS Arrangements with a Specific Focus on the Preservations of State Institutions.

Abstract

The Council reviewed the AU Commission Chairperson's report on Somalia and post-ATMIS arrangements, emphasizing the importance of preserving gains in the fight against Al-Shabaab and supporting Somalia’s security forces. The Council acknowledged Somalia's progress, paying tribute to AMISOM and ATMIS troops. It urged resource mobilization for Somalia’s stabilization, commended AU-UN planning for AUSSOM’s 2025 deployment, and highlighted Somalia's sovereignty in selecting contributing countries. The Council called for sustainable funding for AUSSOM, endorsing UN-assessed contributions, and discussed using AU Peace Fund interest. It stressed force protection, adherence to international humanitarian standards, and resolution of Somalia-Ethiopia tensions. Lastly, it encouraged post-conflict reconstruction, underscoring the AU PCRD Centre’s role. The Council will remain engaged with these efforts.
