Communiqué of the 1227th Meeting of the Peace and Security Council held on 15 August 2024, on the Presentation of the Report of the Inaugural Meeting of the PSC Sub-Committee on Sanctions.

Abstract

The Council Welcomed the convening of the inaugural (1st) meeting of the PSC Sub-Committee on Sanctions and endorsed the Report of the 1st meeting of the Sub-Committee. The Council emphasized the responsibility of the Sub-Committee to constantly monitor and evaluate the effectiveness of sanctions in achieving the intended objectives, as well as to regularly advise the Council on the state of progress and steps to be taken to ensure respect for and full compliance with, the decisions of the Council, by the countries concerned.The AU Commission was requested to (i) undertake an assessment of the effectiveness of the sanctions regime as a deterrent against UCGs in Africa to broaden its scope of application and to determine the nature of sanctions in order to make it more applicable to the current dynamics of the peace and security environment of the continent; and (ii) expedite the finalization of the study on the structural root causes and drivers of unconstitutional changes of government and to report back to the Council as soon as possible. Lastly, the Council stressed the need for the Sub-Committee to devise practical measures for addressing cases/situations of prolonged or stalled transitions or retarded restoration of constitutional order.
