dc.description.abstractThe Republic of Rwanda held its general elections from 14 to 16 July 2024, including presidential and legislative elections, marking significant progress in democratic consolidation. Observed by the AU-COMESA Election Observation Mission (EOM), the elections were assessed against regional, continental, and national frameworks, reflecting Rwanda’s commitment to inclusive governance and political stability. Key highlights included a peaceful campaign period, the participation of 11 political parties, and a mixed electoral system for the Chamber of Deputies. Notably, 9.07 million voters were registered, with a high turnout exceeding 99%. Efforts to include women, youth, and persons with disabilities in the electoral process were commendable, alongside increased diaspora voter engagement through polling stations in 70 countries. The NEC's logistical preparation and civic education initiatives contributed to a transparent and orderly process, supported by robust civil society involvement. Despite the election’s overall success, the AU-COMESA EOM provided recommendations for improvement. These included enhancing voter education, timely information dissemination in all official languages, and comprehensive training for polling staff and election observers. The mission encouraged reforms to ensure equitable resource distribution among political parties and greater transparency through expanded deployment of party agents and observers. Additionally, adapting voting materials for visually impaired persons and facilitating more inclusive dialogue within the political system were emphasized. With the election fully funded by the government and no objections to the final results, the elections demonstrated Rwanda’s progress in fostering democratic practices while providing areas for refinement to strengthen future electoral processes.en
