Communiqué of the 1307th Meeting of the Peace and Security Council, Held on 24 October 2025, on the Briefing by the International Committee of the Red Cross on Its Activities and the Humanitarian Situation in Africa.

Abstract

The AU Peace and Security Council, at its 1307th meeting, reviewed the worsening humanitarian situation in Africa driven by conflict and climate shocks, expressed solidarity with refugees and internally displaced persons, and commended the ICRC and other relief actors for their life-saving work. The Council condemned violations of international humanitarian and human rights law, called for accountability mechanisms, urged armed actors to ensure protection of civilians and safe humanitarian access, and encouraged Member States to support the Global Initiative on International Humanitarian Law. It further stressed the need to regulate emerging warfare technologies, curb illicit arms flows, operationalize the AU Humanitarian Agency, enhance humanitarian diplomacy, mobilize greater resources, and strengthen coordination among AU bodies, humanitarian agencies, and partners to build resilience and address root causes of displacement.
