Communiqué of the 1185th Meeting of the Peace and Security Council, held on 15 November 2023, on the Situation in Sudan.

Abstract

While condemning the ongoing unjustified and destructive conflict between the Rapid Support Forces and the Sudanese Armed Forces, Council expressed concern at the humanitarian situation in Darfur; Kordofan and Khartoum; Abyei Administrative Area as well as spread of the conflict to parts of the country and called upon all parties to ensure rapid, safe and unhindered humanitarian access throughout Sudan. The Commission Chairperson, in collaboration with IGAD, was urged to expedite the implementation of the AU and IGAD Roadmaps for conflict resolution in Sudan, aiming to convene a two-stage political dialogue on a ceasefire and transitional civilian government. Council welcomed the humanitarian access agreement agreed in Jeddah, Saudi Arabia on November 7, 2023, and emphasized the need for ensuring Africa's full and active involvement. A single, inclusive, and coordinated peace process under the AU and IGAD's auspices as well as the need for countries of the region, and beyond, to remain neutral with regard to any military and or financial support to the belligerents was also emphasized by the council. The Council made a plea to the international community once more to provide the necessary assistance to the refugees as well as the host nations and communities. The signatories to the Juba Peace Agreement were urged to remain steadfast, embrace peace efforts, refrain from undermining the peace process and to continue to work towards an inclusive consensual solution. Lastly, the Council requested the Chairperson of the Commission to setup a High-Level Ad hoc Panel on Sudan.
