Abstract
Report of the Commission on Governance, Constitutionalism and Elections in Africa, the founding treaty of the Union has a specific principle for inculcating a culture of democracy and human rights and in the process advancing democratic governance and the rule of law (article 4m). The African Union Agenda 2063 places high premium on the centrality of the democratic developmental state for the achievement of the Union‟s noble vision of “An integrated, prosperous and peaceful Africa, driven by its own citizens and representing a dynamic force in the global arena”. Towards realising this vision, Agenda 2063 proclaims that: “Africa shall have a universal culture of good governance, democratic values, gender equality, respect for human rights, justice and the rule of law”.
