Abstract

The Council, at its 1262nd meeting on 20 February 2025, addressed the use of child soldiers in Africa, recalling past AU decisions on child protection. Expressing deep concern over the impact of conflicts on children, it condemned their recruitment by armed groups as a gross violation of human rights. The Council urged Member States and regional bodies to strengthen accountability mechanisms and take legal action against perpetrators. It emphasized addressing root causes such as poverty and instability, integrating child protection in AU peace operations, and ensuring education and reintegration programs. The Council called for a continental mental health framework and child-focused early warning systems. It encouraged funding for child protection initiatives and urged states to ratify relevant treaties. It also requested continued monitoring and an annual Africa Report on children in conflict. Lastly, it reiterated the need for a Special Envoy on Children Affected by Armed Conflicts.
