Abstract
The Council commended AUCTC, AFRIPOL, and CISSA, for their significant contributions to the peace and security agenda emphasizing the need for them to continue providing technical support, disseminating early warning reports, and enhancing operational intelligence to enable effective responses to threats. The Council also praised the efforts of Member States, RECs, and RMs in preventing conflicts and countering terrorism while highlighting the need for strengthened cooperation and joint actions to build regional resilience. The Council further urged Member States to address structural causes of instability, including governance deficits, and to ensure inclusive participation in peacebuilding efforts, particularly by women and youth. Expressing deep concern over the proliferation of security threats, including the spread of terrorist organizations and transnational crime, the Council called for intensified peace-making and preventive diplomacy. It urged Member States to uphold AU frameworks and implement peace agreements while stressing the importance of credible elections and responsible conduct by political actors. The Council underscored the need for enhanced technological capabilities, cybersecurity frameworks, and joint cybersecurity task forces to counter evolving threats. Additionally, it highlighted the value of intelligence-sharing platforms like the Nouakchott and Djibouti Processes and emphasized the need for early warning systems, leveraging AI and predictive analytics, to bolster preventive measures. The Council remains committed to addressing these challenges actively.
