Publication: Aide-Mémoire for the Consideration of Issues Pertaining to the Protection of Civilians in Africa
Abstract
The Aide Memoire on the protection of civilians has been developed by the AUC as the issue of protection of civilians is intrinsic to the work of the AU. It is a key pillar to the African Peace and Security Architecture (APSA), which is a mechanism to prevent and manage situations of collective violence on the African continent. The protection of civilians is embedded in several AU legal instruments, and the Aide-Memoire is naturally inspired by the Constitutive Act of the African Union, the Protocol Related to the Establishment of the Peace and Security Council, among other AU instruments.
