Reintegration Operational Guidelines

Abstract

The primary objective of reintegration programs is to ensure that ex-combatants return to civilian life in a manner in which they can be productive and socially integrated individuals who do not pose a threat to society. While this will not by itself guarantee peace and security, a successful reintegration process is an important component of wider effort to restore security so that national recovery and development can take root. Experience has shown that if DDR, and reintegration in particular, is not done effectively there is a significant risk that individuals may return to insurgent groups or criminal activity. In addition, if reintegration programs are conceived of poorly, they may also undermine stabilisation efforts by exacerbating tensions within communities. It is therefore important that interventions are informed by a thorough analysis of the overarching context in which they are to take place.
