Abstract
The Peace, Security, and Cooperation Framework expresses the signatories' concern over the ongoing violence in eastern Democratic Republic of Congo while emphasizing the opportunity to address the conflict’s root causes. The document sets out principles of engagement at the national, regional, and international levels. For the Democratic Republic of Congo, these principles include security sector reform (SSR), decentralization, and strengthening state authority. At the regional level, the framework highlights commitments to state sovereignty, regional cooperation, and justice, including the prosecution of war crimes. Internationally, it underscores the commitment of global and regional partners to remain engaged in the conflict and to review MONUSCO. Additionally, the signatories call for national and regional oversight mechanisms to monitor progress in implementing these commitments.
