Communiqué of the 1239th Meeting of the Peace and Security Council, Held on 29 October 2024, on the Briefing by the International Committee of the Red Cross (ICRC) on the Humanitarian Situation in Africa

Abstract

The AU PSC, at its 1239th meeting on 29 Oct 2024, discussed the Africa's humanitarian situation, expressing deep concern over worsening crises due to conflict, climate change, and disasters. The PSC commended the ICRC and aid agencies, urged Member States to address root causes of conflict, uphold IHL, and ensure humanitarian access. It highlighted the need to combat illicit arms proliferation, mobilize resources for humanitarian responses, and support the AU Humanitarian Agency in implementing the post-Malabo 10-year Plan of Action. The Council called on Member States to honour pledges, keep borders open to refugees, and ratify key instruments addressing statelessness and displacement. It directed the AU Commission to enhance data systems for refugee registration and affirmed its continued engagement on humanitarian action in Africa.
