Abstract
The Council adopted the report on its field mission to Bangui, CAR, which took place from September 9-10, 2024. The Council thanked CAR President Touadera for his hospitality and acknowledged his role in regional stability efforts. The Council commended CAR’s progress in political and security reforms, including dialogue with armed groups and the DDR process, supported by ECCAS, ICGLR, MINUSCA, and the World Bank. The PSC welcomed UNSC Resolution 2745 lifting CAR’s arms embargo, and urged resource mobilization for CAR’s 2025 elections, stressing cooperation with neighbors on border security. The Council commemorated the third AAM, encouraging states to combat illicit small arms and light weapons (SALW) proliferation. It urged member states to ratify related treaties, align DDR with arms control in peace agreements, and enhance SALW tracing and destruction capabilities. The PSC also requested international collaboration on monitoring illicit arms trade networks to remain actively engaged on both the CAR situation and SALW control across Africa.
