Rules of Procedure of the African Governance Platform Annex: Guidelines for State Parties' Reports under the ACDEG

Abstract

The Rules of Procedure of the African Governance Platform (AGP) provides the definitions, objectives, composition, and functions of the AGP (AGA-APSA Platform*) and governs the functions of the Platform. The "Guidelines for State Parties Reports under the African Charter on Democracy, Elections, and Governance (ACDEG)'' is annexed to the Rules of Procedure of the Platform and provides a comprehensive guideline for State Parties to prepare and submit initial and periodic reports on their compliance to the ACDEG. The guidelines emphasize the need for highlighting the legislative, administrative, and policy measures on the reports and, highlighting progress, challenges, and most importantly requests Member States to underline areas requiring specifical technical support from the African Union to facilitate implementation of the Charter. The document also describes a systematic review process for these reports by the AGP( AGA-APSA Platform*)and the issuance of concluding observations and recommendations. Additionally, it underscores the importance of continuous monitoring and engagement with stakeholders to ensure effective implementation of the Charter's provisions, thereby promoting good governance, democracy, and human rights across Africa. *AGP has transformed to AGA-APSA Platform as per the AU Reforms.
