Communiqué of the 1244th Meeting of the Peace and Security Council held on 12 November 2024 on the Situation in Libya.

Abstract

The Council expressed deep concern over Libya's political stalemate and stands in solidarity with its people in their pursuit of peace and stability. The Council reaffirmed its commitment to supporting Libya in addressing its crisis, in line with AU’s principles and instruments. It commended the efforts of the 5+5 Joint Military Commission (JMC) and UNSMIL in implementing the Ceasefire Agreement, emphasizing the withdrawal of foreign forces and acknowledging the Libyan National Army's work in securing borders and combating terrorism. The Council urged Libyan stakeholders to facilitate intra-political talks to resolve institutional divisions and advance toward inclusive, transparent elections. It reaffirmed the Skhirat Agreement of 2015 as a credible framework for a lasting political solution. The Council further called on international and regional actors to respect Libya's sovereignty and territorial integrity and refrain from interference. The urgent need for the UN Secretary-General to appoint a Special Representative for Libya was highlighted by the Council. Concerned about the humanitarian crisis and the plight of migrants, asylum seekers, and refugees, the Council stressed adherence to universal migration laws. Finally, the Council reiterated its decision to undertake a Field Mission to Libya to engage stakeholders directly and make informed decisions.
