Abstract
The AU PSC expressed deep concern over the illegal exploitation and trade of Africa’s natural resources by armed and terrorist groups, which fuel illicit financial flows and destabilize Member States. It emphasized the need for holistic approaches, including stronger regulatory policies, supply chain transparency, and cross-border cooperation. The Council urged using natural resource wealth for socio-economic development, integrating peace and security in resource governance, and combating corruption. It called for harmonizing mining regimes, enhancing artisanal mining for ex-combatant reintegration, and strengthening international cooperation. It also proposed an AU Continental Treaty on natural resource governance and committed to remaining engaged on the issue.
