Communiqué of the 1263rd Meeting of the Peace and Security Council, held on 6 March 2025 on Climate Change: Challenges to Peace and Security in Africa.

Abstract

The Council acknowledged the AU and key stakeholders' efforts in addressing climate change in Africa and recognized their contributions. It emphasized the need for sustainable financing to close the adaptation gap and strengthen climate-security actions. The Council encouraged investments in agricultural adaptation, natural resource sustainability, and institutional stability while stressing the integration of environmental considerations into peace and development strategies. It called for enhanced cooperation between African and international partners, improved climate governance, and the inclusion of marginalized groups. The AU Commission was tasked with supporting climate initiatives, mobilizing funds, and finalizing studies on the climate-conflict nexus. The Council welcomed the COP 29 decision on climate finance and urged swift implementation. It also highlighted the need for South-South cooperation, improved disaster preparedness, and holistic approaches to agro-food systems, health, and social protection.
