Publication: Term of Reference for the Establishment of the African Union Advisory Group on Artificial Intelligence, Impact on Peace, Security and Governance.
Abstract
The AU Peace and Security Council (PSC), during its 1214th meeting on 13 June 2024, addressed the theme "Artificial Intelligence and its Impact on Peace, Security, and Governance in Africa" as part of its 20th-anniversary commemoration. The PSC adopted a communiqué [PSC/PR/COMM.1214 (2024)], mandating the AU Commission to establish a multidisciplinary Advisory Group on AI-PSG in collaboration with the Department of Infrastructure and Energy. The AU Advisory Group on AI-PSG consists of representatives from Africa’s five regions, the AU Commission, UNOICT, and NETT4Peace, with additional stakeholders invited as needed. Its mandate includes conducting studies on AI's impact, developing governance frameworks, combating misinformation, enhancing cybersecurity, and promoting AI-driven conflict prevention. The PSC Secretariat will coordinate its activities, with members serving a four-year term and reporting to the PSC every six months.
